DECREE N°2019/100 of 04 March 2019 to modify and complete certain provisions of Decree N°2018/614 of 22 October 2018 to reorganize the General Certificate of Education (GCE) Board

 

The President of the Republic, hereby decrees as follows:

Article 1: The provisions of Articles 3, 8 and 28 of Decree No. 2018/614 of 22 October 2018 to reorganize the General Certificate of Education (GCE) Board, shall be modified and completed as follows:

‘’Article 3 (New) (1): The corporate purpose of the Board shall be the organization throughout the national territory of the following examinations, in conformity with Law No. 98/004 of the 14 April 1998 laying down guidelines for education in Cameroon:

  • The General Certificate of Education Examination Ordinary Level;
  • The General Certificate of Education Examination Advanced Level;
  • The Technical and Vocational Education Examination Intermediate Level;
  • The Technical and Vocational Education Examination Advanced Level;
  • The Professional Certificate Examination.

(2) The examinations mentioned in Article 3 (1) above shall lead to the award of the following certificates:

  • The General Certificate of Education Ordinary level (GCE O/Level), for candidates who pass the General Certificate of Education Examination at the Ordinary Level;
  • The General Certificate of Education Advanced Level (GCE A/Level), for candidates who pass the General Certificate of Education Examination at the Advanced Level;
  • The Intermediate Technical Certificate (ITC), for candidates who pass the Technical and Vocational Education Examination marking the end of the first cycle;
  • The Advanced Technical Certificate (A TC), for candidates who pass the Technical and Vocational Education Examination marking the end of the second cycle;
  • The Advanced Professional Certificate (APC) for the following:
  • candidates who are holders of the Intermediate Technical Certificate having at least three (3) years of working experience, and who pass the Professional Certification Examination;
  • candidates who are holders of the Advanced Technical Certificate having at least one (1) year of working experience, and who pass the Professional Certification Examination;
  • candidates who have completed vocational education and who pass the Professional Certification Examination.

(3) In view of attaining its corporate purpose as specified in the preceding paragraph, the Board shall:

  • offer technical advice on the design and other aspects of learning syllabuses for secondary education institutions;
  • collaborate with other organizations and institutions responsible for similar examinations in Cameroon and elsewhere;
  • conduct and contract research and studies on examinations and other aspects of education;
  • demand and receive from any candidate sitting its examination such fees as shall from time to time be determined by the Board of Directors and approved by the Minister in charge of Secondary Education;
  • enter into contracts, borrow, establish trusts, act as trustees solely or jointly with any others persons, employ and act through agents in accordance with regulations in force;
  • accept gifts, grants and legacies but without obligation to accept same for a particular purpose unless the Board of Directors approves the terms and conditions attached thereto;
  • undertake other income-generating activities approved by the Minister in charge of Secondary Education upon the recommendation of the Board of Directors;
  • confirm the authenticity of certificates issued by the Board upon request by the government, public institutions, learning institutions, employers and other interested parties;
  • issue replacement certificates to candidates of its examinations upon proof of loss of the original;
  • advise any public institution on the development and use of any system of assessment when requested to do so, and in accordance with such terms and conditions as shall be mutually agreed between the Board ant the public institution.

Article 8 (New): (1) The Board of Directors shall comprise eleven (11) members including the Chairperson.

(2) Apart from the Chairperson, the Board of Directors shall comprise the following:

  • one (1) representative of the Presidency of the Republic;
  • one (1) representative of the Prime Minister’s Office;
  • one (1) representative of the Ministry in charge of Secondary Education;
  • one (1) representative of the Ministry in charge of Finance;
  • one (1) representative of the Ministry in charge of Higher Education;
  • The Vice chancellor of the University of Buea or his/her representative;
  • one (1) representative of teachers of secondary education elected by their peers;
  • one (1) representative of parent teacher’s associations of secondary education elected by their peers;
  • one (1) representative of proprietors of private secondary education elected by their peers;
  • one (1) representative of the staff of the Board elected by their peers.

Article 28 (New): (1) The Examinations Executive Committee shall comprise the following:

Chairperson: the Registrar of the Board;

Members:

  • the Assistant Registrar;
  • the representative of the Vice chancellor of the University of Buea;
  • two (2) pedagogic inspectors in charge of subjects examined at tha GCA Board;
  • Director in charge of Examinations at the Ministry in charge of Secondary Education;
  • Head of Department in charge of Test Development and Research;
  • Head of Department in charge of Test Administration;
  • A representative of the Ministry in charge of Sports competent in the domain of Sports syllabuses;
  • Test Administration Officers;
  • Research and Test Development Officers;
  • Chairpersons of examinations sub-committees;
  • Two subject Assessors;
  • Two Chief Examiners.

 

(2) The Department in charge of Administration shall take down minutes of the EEC.

(3) Members of the EEC are designated by the Administrations they represent.

(4) The EEC shall be constituted by a Decision of the Registrar of the Board.

(5) The Chairperson of the EEC may invite to a meeting in an advisory capacity, any person whose competence is required in view of specific points on the agenda’’.

Article 2: This decree shall be registered, published according to the procedure of urgency and inserted in the Official Gazette in English and French.
